The HEERA Enigma

Synopsis:-
The Central Government with the objective of simplifying and integrate all the rules of standards which are presently being executed in the educational domain have initiated to subside the University Grants Commission(UGC) and All India Council for Technical Education (AICTE) and substitute with a single entity called Higher Education Empowerment Regulation Agency (HEERA).

Highlights of UGC and its Supremacy:- 
The University Grants Commission (UGC) of India is a legal body established in 1956,

 And it is accounted with harmonizing, focused and preservation of standards of higher education,

The UGC has two fundamental objectives:-
a)    Providing financial aid to the educational establishments
b)    Focused and maintenance of standards of higher education,

UGC was ineffective over the period to adequately execute its rules which aimed at the development of the quality of the higher education in India.

UGC also was unsuccessful to supervise and establish the benchmark of education in higher education organizations

UGC have lost its gravity and importance by granting approvals to numerous below standard colleges and independent colleges.

Why there is a need for the single integrated governing body?

 The administration of AICTE and UGC are mostly similar with one another.UGC approval is required for higher education whereas AICTE approval is compulsory for technical education. Many times a college has to be affiliated and recognized by both UGC and AICTE. This area is the problematic area where it becomes difficult which regulations should be abided.

It often found that to follow both the norms are challenging for the new institutions. Although for the current systems the maintenance of both the standards is burdensome.

The complex and rigid rules and regulations of UGC and AICTE have been a deadlock in the development of some leading educations organization.


HEERA's role and objectives:-
Heera will focus on the eradication of unnecessary regulatory norms. It aims to bring the guidelines of both technical and non-technical higher education establishments under one head. Both UGC and AICTE are denounced for improper handling of higher education, so HEERA will is implemented to overcome all the deficiencies so far.

Benefits of HEERA:-
It is an urgent requirement for simplifying the existing regulations and assures their impactful implementation, to cater this, the government has introduced HEERA:-

With the introduction of a single regulatory body, there will be the reduction in the management delays and eradication of statutory vagueness.

It will be a helping hand in the up-gradation of the establishment for higher education.

HEERA consists of strict laws which will take harsh measures against any defaulting actions in the institutions.

Inference:-
All the numerous rules and regulations which are directed by UGC and AICTE, sadly, have been a blockage in the advancement of well known educational organizations.
There is a demand for the change of the regulatory body governing the rules and regulations of the higher education institutions in India from a very long time.
There is no requirement of the different set of standards and norms for technical and non-technical courses. Therefore it is high time for introducing a single unique regulatory body for the management of higher education in India.
